Procurement, frameworks and contracting routes
We work with NHS organisations, local authorities and independent providers - and we know that how you can buy our work is often as important as the work itself. This page sets out the routes available.
Direct engagement
For diagnostic, advisory and other smaller engagements that sit below the relevant procurement thresholds, most clients engage us directly. We provide a short scoping note setting out the team, deliverables, timescale and price; the resulting agreement is usually signable inside a week.
Procurement routes
For larger engagements - typically transformation programmes, target operating model delivery, workforce strategy work and multi-year support - most clients prefer to commission us through an established procurement route. Three routes cover the great majority of cases.
Through Bloom
We can be commissioned directly through the Bloom framework by either of the two standard routes:
- Direct Award - where Health Dynamics has been identified as the right partner and the framework's Direct Award criteria are met. Fastest route from decision to mobilisation.
- Mini competition - a competitive process within the framework. We are happy to participate; we will work with you to make sure the specification reflects the workforce expertise the engagement actually needs.
Through NHS SCW CSU - Project Based Consultancy (System Transformation) DPS
For larger NHS transformation programmes, we sit on NHS SCW CSU's Project Based Consultancy (System Transformation) Dynamic Purchasing System. Health Dynamics can be commissioned through this DPS either alone or as part of a blended team with SCW's own staff and associates. Best suited to major transformation programmes - service reconfigurations, target operating models, group models and integration programmes. Read about the partnership →
Through Hunter Healthcare - interim placements
Where the engagement is specifically a senior interim placement on a timesheet basis - a Chief People Officer, Director of Transformation, Head of OD, or similar - we work through our procurement partner Hunter Healthcare. Hunter contracts and pays; Health Dynamics identifies the right person from our associate network and provides ongoing director-level oversight of the placement. Read about the partnership →
If you have a different preferred route
If your organisation has a different framework or DPS it would prefer us to be procured through, get in touch early. In most cases we can either be added to the route or work with you to identify an equivalent one.
A note on transparency
We do not receive referral fees from any party whose name appears on this website. Our relationships with Hunter Healthcare and NHS SCW CSU are strategic procurement partnerships and are disclosed here for that reason. We are commissioned directly via the Bloom framework - both Direct Award and mini competition - and that is a standard framework relationship, not a partnership. Where senior clients or colleagues ask us informally for recruitment recommendations, we are happy to suggest people we trust - including Hunter - but we do not accept commission on those introductions.
Questions about the right procurement route?
We are happy to talk to procurement teams as well as commissioners. A short call now usually saves weeks later.
