Bloom is one of the most widely used procurement frameworks in the UK public sector. For clients whose procurement teams already work with Bloom, it is often the fastest route from decision to mobilisation - familiar contracting terms, familiar governance, and a clear compliance trail.
Health Dynamics has been through the Bloom onboarding process and sits on the framework as a supplier. That means clients can commission us directly through Bloom whenever it is their preferred route.
This is a standard framework relationship, not a strategic partnership in the sense of Olovus or OrgVue. But it is a genuine and meaningful procurement route, and we are pleased to be on it.
How a joint engagement works
Direct Award. Where Health Dynamics has been identified as the right partner for the specific brief and the framework's Direct Award criteria are met, Bloom provides the fastest route from decision to mobilisation. Typically used for named-supplier work - a specific advisory piece, a follow-on engagement, or a rapid diagnostic where speed matters.
Mini competition. Where the client prefers a competitive process within the framework, Bloom runs a mini competition between qualifying suppliers. We are happy to participate; we will work with you and your procurement team to make sure the specification reflects the workforce, transformation or population health expertise the engagement actually needs - rather than a generic management-consultancy brief.
Bloom handles the compliance layer. Bloom sits between the client and the supplier, managing the contracting, invoicing and framework compliance. Health Dynamics delivers the work.
